ELSS vs PPF: choose with risk and lock-in, not only tax

Both ELSS and PPF can sit inside Section 80C. PPF is a government-backed savings scheme with a long lock-in and administered interest. ELSS is an equity mutual fund with a three-year lock-in and market-linked returns. The better choice depends on risk capacity and when you need the money, not on which product won last year’s internet argument.

Side-by-side in plain language

PPF: long horizon, contribution limits, interest set by the government, strong capital protection story, money largely locked for years with limited premature options.

ELSS: equity market risk and return potential, three-year lock-in per investment, NAV can fall, better suited to goals that can ride volatility.

Worked 80C illustration (not a forecast)

Assume you still have ₹1.5 lakh of Section 80C room and can fund it this year (old-regime style deduction; confirm for your assessment year).

PPF path: deposit ₹1.5 lakh a year for 15 years at an assumed constant 7.1%. Maturity lands near ₹40.7 lakh on deposits of ₹22.5 lakh, with the EEE tax story PPF is known for, subject to rules in force.

ELSS path: invest ₹1.5 lakh once and hold 15 years at an assumed 12% equity return. The illustration grows to about ₹8.2 lakh from that single year’s investment, with market risk and LTCG rules on gains. A yearly ₹1.5 lakh ELSS SIP for 15 years at the same assumption is a much larger corpus, and a much larger equity risk budget.

Neither path “wins” in every market. PPF buys ballast and certainty of process. ELSS buys equity upside with drawdowns. Many salaried households split the same 80C budget across both.

Decision rules that usually work

If losing sleep over a 20% equity drawdown would make you sell, lean PPF (or keep ELSS very small). If retirement is 15+ years away and you already have emergency cash plus term cover, ELSS can pull more of the 80C equity share.

Many salaried households split: PPF for stability, ELSS for long-term equity inside the same tax budget.

  • List 80C uses already booked (EPF, insurance, tuition, etc.).
  • Separate “tax saving” from “money I need in two years”.
  • Run PPF and ELSS calculators with honest assumptions.
  • Do not empty emergency funds in March to “save tax”.

Tax notes (verify for your assessment year)

Both can claim 80C subject to the overall limit and eligibility. How interest or capital gains are taxed later differs. Rules change. Treat this page as education, not a tax opinion for your filing. When in doubt, confirm with a qualified tax professional.

Frequently asked questions

Can I invest in both ELSS and PPF?
Yes, as long as total eligible 80C claims stay within the limit. Splitting is common when you want both ballast and equity upside.
Which has the shorter lock-in?
ELSS generally unlocks after three years per instalment. PPF has a much longer account horizon. If flexibility matters and you accept equity risk, ELSS wins on lock-in length alone.
Is ELSS guaranteed to beat PPF?
No. Equity can underperform for long stretches. PPF will not give equity-like upside either. Match the product to the job you need it to do.
